• Rhode Island has a proposed rule that also keeps in place all the
original exceptions from SNAP Rule 20. However, its labeling provision
is odd; the way the rule reads currently, only non-compliant uses
of HFCs would need to be labeled. Who would do this?
• Virginia—as with Delaware and Rhode Island, all original exceptions
from the SNAP Rule 20 are acceptable. A labeling provision is
in place for all products that use HFCs for the exceptions. Maintaining
consistency throughout these State rules has been a chore
for Nicholas Georges of the Household & Commercial Products
Association and me on behalf of the National Aerosol Association.
CARB
As previously reported, the California Air Resources Board (CARB)
is working on 15-day changes. Two areas that CARB is working on
are a definition for monoterpene and the Innovative Product Exemption
(IPE) for compressed gases. The 15-day changes will likely be

released in July 2021. Spray
Additionally, Firmenich has named Bruno Jovanovic a Senior
Perfumer. He joins the company’s Fine Fragrance team. Jovanovic
previously served with IFF for 20 years, where he worked on
fragrances for Hugo Boss, Coach, Paco Rabanne, Calvin Klein,
Ralph Lauren, Frederic Malle and Armani.
As PSB Industries restructures to focus on its Texen brand, two
new employees have been appointed to the Executive Committee.
Pierre-Yves Quéfélec, Senior VP of Sales, Marketing & Innovation,
and Christophe Cabut, Senior VP of Operations, will
oversee operations and manufacturing facilities.
Kathleen Havelka has been appointed VP of R&D at ANGUS
Chemical Co. She succeeds David Green, who retired in April
after 25 years with the company. Havelka hails from Fuchs Lubricants
Co. where she most recently served as Senior Director of
R&D and Quality Control. Previously, she held roles at Elevance
Renewable Sciences, Diversey and Lubrizol Corp.
John Paul Mitchell Systems (JPMS) has promoted Michaeline
DeJoria to CEO. DeJoria is the daughter of JPMS co-founder
John Paul DeJoria. She has been with the company since 2007,
starting on the production plant floor.
Additionally, JPMS promoted Jason Yates from COO to President.
Yates has been with the company since 2012, starting as VP
of Marketing and later expanding his leadership role to add the
