Aerosol industry provides CARB with Aerosol 101 On Oct. 5, the aerosol industry presented an Aerosol 101 to the California Air Resources Board (CARB) staff. This presentation was the brainchild of the National Aerosol Association (NAA) and the Western Aerosol Information Bureau (WAIB) in an effort to be able to share aerosol knowledge with regulatory staff. The Consumer Specialty Products Association (CSPA) and other industry associations were also represented at the event. Over 25 CARB staff was present for the all-day affair, including representatives from the Planning, Enforcement, Laboratory and R&D divisions. This was a very good opportunity for experts from the industry to get to know the new CARB staff who regulate aerosol products, according to the coalition. Likewise, CARB staff was able to ask aerosol experts about the many aspects of the aerosol package. Sixteen industry representatives, with a combined experience of 465 years, presented to CARB. Doug Raymond (3R, NAA & SATA) provided an explanation of the purpose and goals of the Aerosol 101. Steve Sanchez (Aeropres Corp. & WAIB) provided an Aerosol Overview. Kevin Verville’s (Summit Packaging) presentation on valves set the tone for the whole day. His expertise and witty presentation skills provided an inviting tone for questions and provided a relaxed, interactive dialogue with CARB staff. Steve Tweed (Montebello Packaging); John Blum (Ball Aerosol & NAA) and Doug McFadden (Crown) teamed up “The Aerosol 101 course provided CARB staff an opportunity to broaden our understanding of the multifaceted aspects of aerosol technology. It was a valuable continuation of the collaboration between CARB staff and the aerosol products industry to find mutually beneficial solutions to improve air quality.” – José Gomez, Manager, Technical Development Section, CARB to give a comprehensive presentation on metal cans, including one and two piece containers. Mark Rivers (Aeropres Corp. & current CSPA Aerosol Division Chairman); Bill Fraunheim, (Diversified CPC & past CSPA Aerosol Division Chairman); and Ryan Hulse (Honeywell) presented on liquefied and compressed propellants, 44 Spray December 2016 which covered Hydrocarbon, CO2, Nitrogen, HFC and the newest propellant, the HFO. Ming Kung and Michael Player (Exxon Mobil) presented on Solvents. Assisting with the preparation but not being able to attend was Chris Milano (Calumet). The presentation gave the CARB some information on current low vapor pressure (LVP) issues, but more importantly, showed the agency that the industry is a source of expertise on this issue. Sean Fitzgerald (Cobra Plastics & NAA) described the manufacturing and importance of caps. CARB had provided the industry with product categories it would like more information on. Harry Wu, (PLZ Aeroscience, Assured Packaging) gave an entertaining and enlightening presentation on Hair Spray. Eric Dann (Formulated Solutions & SATA) and Steve Baldwin (Bayer) presented on Sunscreens, a category that is currently not regulated. It was therefore important that all of the issues concerning the regulation of this category be presented and Dann and Baldwin did this by providing all the issues with other agencies, plus formulation challenges with this product. Richie Dolan (WD-40 Co.) presented on Lubricants, which have a future effective date coming up on 12/31/2018. Dolan not only presented the history of lubricants but also mentioned the effect that regulation has played on product efficacy. This is extremely important for staff to know. Dan Palasky (PLZ Aeroscience) discussed Air Fresheners. Roger Vanderlaan (Shield Packaging & current WAIB President) closed the program with a Q&A period; other industry members were present for support and interacted with CARB staff during this time: Kristin Powers (CSPA); Paul Gardener (Blaster Corp. & WAIB); Harry Zechman, (Stoner Inc. & NAA VP); and Hunter Williams (Summit Packaging, WAIB & MAA).
