(FEA). Traveling a long road… The effective implementation of the Globally Harmonized System of Classification & Labeling of Chemicals—the so-called GHS—is a reality in many countries. Test methods and criteria for the flammability of aerosols were adopted in 2002 and revised labeling provisions were adopted in 2010. With this long transition period, a smooth implementation could have been expected. However, our Industry specifically faces challenging labeling issues, mainly in Europe and in the U.S. Luckily, at least the flame pictogram conveys an understandable message to all aerosol users globally, There are remaining differences across the world, which makes global harmonization a target still to be reached. In a step to become closer to this objective, the FEA initiated a new debate, This is a fundamental and difficult debate, for which national authorities will need to position themselves vis-àvis an effective global harmonization. On another topic, the FEA has, since 2008, made colleagues. The FEA launched a Plastic Aerosols Independent Review (PAIR) project to unlock the EU legislative process. It shows how long and difficult the legislative route can be. Before the end 2015, the European Commission will propose to increase the maximum allowed internal pressure at 50°C (122°F) for aerosols to 15 bar (217.5 psig) using non-flammable compressed gases. This will provide the aerosol industry with more flexibility to innovate when using compressed gases. When adopted in the EU, there will be a need to transpose these provisions into the regulations on the transport of dangerous goods to allow other regions to benefit from the same provisions. These changes require effective dialogue among global partners in the aerosol industry to secure a global harmonization of the requirements. The FEA, with its sister associations, plans to promote this global dialogue in two ways: 1. The International Liaison Committee: Once a year a limited number of aerosol industry representatives and national aerosol association staff meet. The goal is to exchange experience and views in order to avoid new threats to the aerosol industry. The next meeting will be hosted by the CSPA in December, prior to its Annual Meeting. 2. Exhibitions & Congresses: These events are larger forums where the entire local, regional or international aerosol industry can meet and exchange ideas.
