Industry News The U.S. Environmental Protection Agency (EPA) reached an agreement with PLZ Aeroscience Corp. in which the company will voluntarily cease manufacturing of its aerosol spray fixative product containing trichloroethylene (TCE), a halocarbon used as an industrial solvent. The EPA issued a Significant New Use Rule (SNUR) requiring anyone intending to manufacture (including imports) or process TCE for use in arts and crafts-related products to notify the EPA at least 90 days in advance. The EPA will then evaluate the intended use and, if necessary, prohibit or limit its entry to the marketplace. The Consumer Specialty Products Association (CSPA) and Personal Care Products Council (PCPC) are teaming up to host a two-day event, Retail Consumer Products Regulatory Compliance Workshop, Sept. 29-30 at the Sheraton Grand Sacramento Hotel in Sacramento, CA. BASF officially opened a new, 160,000 square-foot research and development facility in Tarrytown, NY. The Tarrytown Consumer Testing Center, outfitted with state-of-the-art clinical instrumentation and personal care imaging equipment, began operations in June. BASF, along with Solazyme, Inc., also announced the launch of the first commercial surfactant derived from microalgae oil. Commercialized by BASF under the trade name Dehyton AO 45, the high-performance algal betaine is a surfactant designed for use in household and personal care products. Cosmoprof North America announced that nearly 30,000 attendees visited its three-day trade show, held July 12–14 at the Mandalay Bay Convention Center 34 Spray September 2015 in Las Vegas, NV. A record-breaking 1,017 exhibitors from 39 countries packed the show floor, and three new special areas—Discover Scent, International Business Forum and Exhibition (IBFE): Focus on the Beauty Supply Chain and Tones of Beauty—were deemed a success. Cosmprof North America will return to Mandalay Bay from July 24–26, 2016. Bayer announced that its Material- Science division will be renamed Covestro, effective Sept. 1, with plans to float Covestro to the stock market by mid-2016. Bayer originally announced the spinoff of Material- Science into a separate company in September 2014. Shiseido Group established a new subsidiary in Singapore, Shiseido Asia Pacific Pte. Ltd. (SAPAC), to serve as the company’s core organizational headquarters in the Asia Pacific region. SAPAC becomes the sixth component of the company’s new regional arrangement, joining Japan, China, the Americas, EMEA (Europe, the Middle East and Africa) and Travel Retail. Two new Evonik production facilities in Shanghai, China and Brazil were certified in accordance with the Roundtable on Sustainable Palm Oil (RSPO) standards. The two plants became the third and fourth Evonik production sites to be RSPO-certified, with more planned in the near future. Connecticut-based Charkit Chemical Corp. announced an exclusive agreement with NK Ingredients PTE, Ltd. to distribute the latter’s ingredients in North America. Based in Singapore, NK Ingredients produces lanolin, lanolin derivatives and cholesterol for use in personal care and household care products. The 29th International Federation of the Society of Cosmetic Chemists (IFSCC) Congress in Orlando, FL will now be held Oct. 30–Nov. 2, 2016 (instead of the original dates of Oct. 23–26, 2016). A post on the SCC homepage states, “By making this date modification organizers been able to significantly lower the room rate at this world-class resort. Formal details will follow once registration opens early 2016.” In addition, the SCC Committee on Scientific Affairs (COSA) and Congress organizing committee have agreed to extend the call for papers deadline to Dec.31, 2015 (instead of the original date of Sept. 30, 2015). The European Commission’s Scientific Committee on Consumer Safety (SCSS) released an opinion concluding that alpha arbutin is safe at levels of up to 2% in face care products and 0.5% in body care products. The conclusion is in part due to the testimony and data of DSM Personal Care’s safety and regulatory experts. French cosmetic ingredient supplier Minasolve introduced MinaCare Pentiol Green+, a new corncob- and sugar cane-based substitute for pentylene glycol designed for use in hair care and personal care applications. The new ingredient was granted EcoCert certification in Europe and received the Green Ingredient Silver Award at In-Cosmetics 2014. Pujolasos Wood & Pack, Barcelonabased manufacturers of wood packaging for fine fragrance and personal care products, obtained Forest Stewardship Council (FSC) certification. Use of the FSC seal indicates that the wood is sourced from an environmentallysustainable forest. SussexIM completed a 12,000 squarefoot expansion of its Sussex, WI plastics production facility, enlarging its workforce by 12% and increasing production and filling capacity 15%. The more than $1 million investment was made in response to SussexIM’s 11% annual growth rate over the past five years, according to the company.
