The Board voted to hire former U.S. Environmental Protection Agency (EPA) administrator Wayne Nastri as acting Chief of the four-county air district. In March, the Board fired the long-time Executor Director Barry Wallerstein. Nastri served as the EPA’s Western Region Administrator based in San Francisco, CA. He was appointed by President George W. Bush in November 2001 and held the job until 2009. Nastri, 56, was given a six-month contract at a salary of $271,090. The district will search for a permanent executive officer during the next six months, said Riverside County Supervisor John Benoit, a SCAQMD board member who made the motion to approve Nastri’s salary. “I look forward to working with the SCAQMD’s board and staff to continue to implement strategic and progressive air policies and clean the air for the region’s 17 million residents,” Nastri said in a written statement. “He is a good guy,” said former Riverside Mayor Ron Loveridge, who dealt with the EPA when he served on the air district board during the Bush years. However, some environmental groups have expressed misgivings. Nastri comes into the district at a critical time; SCAQMD is in the process of updating its Clean Air plan. We will need to wait and see how this all works out. CARB California Air Resources Board (CARB) staff is still working on the survey data. CARB staff is also working on a guidance document for Consumer Products regulations. Industry has been asking for clarification from CARB Enforcement on several issues within the regulation and it has not happened. The Planning Group at CARB has taken on this task and hopefully any guidance they provide will clarify these issues for industry. This type of guidance document is needed to ensure that the letter and spirit of the regulation is maintained. In the last few years, we have seen a significant amount of turnover at CARB and with turnover comes the loss of the vital knowledge that was used to develop these regulations. CARB Enforcement is interviewing to replace Steve Giorgi, the Consumer Products Manager who retired in December. Hopefully, whoever is hired to fill this position is both fair and consistent.
