On Jan. 17, the National Aerosol
Association (NAA) and the Western
Aerosol Information Bureau (WAIB)
attended a California Air Resources
Board (CARB) workshop in Sacramento,
CA regarding consumer products
volatile organic compound (VOC) regulations.
In addition to the workshop,
the two associations also held meetings
with CARB staff and Karl Palmer,
Chief of the Dept. of Toxic Substance Control (DTSC) Safer Choice Consumer Products Regulation (formerly Green Chemistry). The goal was to be a
part of the consumer products regulatory process that improves the environment and also benefits consumers with efficacious aerosol products. The WAIB
and NAA thank Palmer and Ravi Ramalingam, CARB Branch Chief, Consumer Products & Air Quality Assessment, for supporting that effort.

Craft beer brewery Dogfish Head has
partnered with Mace Security International,
producer of aerosol self-defense
agents, on In Your Mace! coffee milk
stout. Dogfish Head declared the beer a
“moderately sweet stout, which gives off
spicy nutmeg, anise and espresso aromas
with a palette-warming chili spiced
finish.” It’s SPRAY’s guess that ordering
one of these in a bar will not
deter unwanted attention.
“Of course, we don’t want
anyone to spray pepper spray in
their beer, that’s not what this is
about,” said Eric Crawford, VP
of Sales at Mace Security International.
“It’s about friendship,
flavor and fun for fans of Dogfish
and Mace Brand.”
In December, the Cosmetic Industry Buyers & Supplier (CIBS) organization awarded its second
scholarship of 2017 to Diane Lachhman of the Fashion Institute of Technology (FIT) in New
York, who is majoring in Cosmetics & Fragrance Marketing and Psychology.

In February, the Aerosol Manufacturers’ Association of South Africa (AMA) participated in
the 2nd International Public Art Festival in Cape Town, South Africa. The AMA was invited
by festival organizer Baz Art to assist in the responsible and environmentally friendly recycling
of the aerosol spray paint cans used by the 25 competing artists. Wasteplan, Cape Town’s
waste operator, collaborated with the AMA to provide professional services to help ensure safe
handling and processing of the cans.
In the Philippines, Cebu City Councilor Dave Tumulak, Deputy Mayor for Police Matters,
wants consumers to secure a special permit from the City Office on Substance Abuse Prevention
(COSAP) before buying aerosol spray paint. According to www.sunstar.com.ph, Tumulak
said he will also add the sale of sealants and other volatile substances to the products that will
be regulated in a proposed ordinance he will be filing before the City Council.
“We’ve found out that vandalism is present on many of our sidewalks. Most of them bear
words linked to gang activity. We also found out that minors are now sniffing roof sealants as
alternatives to rugby solvents,” Tumulak said.
COSAP, however, wants to see local police accompanying children on their way back home
instead of simply rounding up minors loitering on the streets and giving them advice on inhalant
abuse and gang activity.
“We should just not admonish the children,” said COSAP Executive Director Gary Lao.
