Jan. 1. He succeeds Dr. Hugo
Chaluleu, who held the position
of ABAS President for 32 years.
Peter Watmough, Global Detection Products Manager
at Cascade Technologies, has been appointed
Vice-Chair of the British Aerosol Manufacturers’
Association (BAMA). Watmough succeeds James
Smith of Summit Europe who served as BAMA’s
Vice-Chair since 2018.
Henkel has promoted Marco Swoboda to CFO.
Former CFO Carsten Knobel has been promoted
to CEO. Swoboda previously served as Henkel’s Corporate Senior
VP of Finance. Swoboda joined Henkel in 1997 in the group
controlling and strategy unit, spent six years at Henkel’s chemicals
spinoff Cognis and led Henkel’s finances in the Asia-Pacific region.

announced
that Dr. James
Kim, previously
Associate VP
of Science &
Regulatory
Affairs, has been appointed VP of Science & Regulatory Affairs.
Kathleen Stanton, a 17-year veteran of ACI, was named Associate
VP of Technical & International Affairs. Stanton previously served
as ACI’s Senior Director, Technical & Regulatory Affairs. Edgar
Chavez, a 10-year veteran at ACI, was promoted from Senior Accounting
Manager to Controller.
Avon Products’ CEO Jan Zijderveld stepped
down after its sale to Natura & Co Holding S.A.
on Jan. 3. Zijderveld handed over leadership
to Natura & Co Executive Chairman Roberto
Marques. Zijderveld held the CEO role at Avon
for two years during which he turned around the
company through the “Open Up” strategy to make
Avon a digital, social-selling beauty company by rebuilding
and modernizing the company’s business
model. Prior to Avon, Zijderveld had a 30-year career at Unilever
NV/PLC, most recently serving as a Member of the Unilever Executive
Committee and President of Unilever’s European business.

Caribbean Natural Products has tapped Harold
Gross for the new position of Sales Representative
Northeast, covering New Jersey, New York and New
England. Gross previously served as Marketing &
Business Development Manager for Satyavathi
BioLife Sciences and Sales Manager for Kumar
Organic.
Rustom Jilla has been named CFO of International
Flavors & Fragrances (IFF). He succeeds CFO Richard O’Leary,
who was promoted to Executive VP Integration Officer of the Joint
Integration Office at IFF for the merger with DuPont’s Nutrition &
Biosciences. O’Leary remains a member of IFF’s Executive Committee.
Jilla previously served as Executive VP & CFO of MSC Industrial
Supply Co., CFO for Dematic Group and CFO of Ansell Ltd.
Darren Birkelbach has been appointed CEO of LBB Specialties
LLC, the parent company of Charkit Chemical. He joined the company
in May 2019 as President of American International Chemical
(AIC), and will now oversee AIC, Charkit and future acquisitions.
Birkelbach has more than 25 years of experience in specialty chemical
distribution. Jay Lang, former President of Charkit Chemical, has
been promoted to Executive VP, Strategic Business Development for
LBB Specialties.
Contract manufacturer Raining Rose has named Ian Flynn as VP of
Technical Services. He previously served as Director of Engineering.
COO Mike Wehr was promoted to Chief Sales Officer, while Kyle
Hach, the former VP of Operations, assumed the COO role.
Weener Plastics Group has appointed Adrian Whitfield as CEO.
Whitfield succeeds Anthonie Zoomers, who served as interim CEO
for six months. Prior to joining Weener Plastics Group, Whitfield
was CEO of Wilmcote Holdings. He has also served as CEO of
Synthomer and Founding CEO of DS Smith’s Plastics Division.

Maryland
In progress. The Maryland Air Quality Control Advisory Council
(AQCAC) held a meeting on Dec. 16, 2019 that questioned exemptions.
Industry is currently working with the agency.
Delaware
In progress. The Delaware Dept. of Natural Resources & Environmental
Control (DNREC) held a meeting on Dec. 18, 2019. The comment
period was open through Jan. 17. Delaware appears to be on a fast
track with a draft rule to be published in March. There is currently no
issue with the exemptions.
New York
The New York State Dept. of Environmental Conservatory (NYSDEC)
has proposed a regulation that uses SNAP Rules 20 and 21. This is
similar to the States mentioned above. The proposed effective date for
aerosols is Jan. 1, 2021. Three public workshops will be held in March
2020 with comments due by March 16, 2020. Spray
